בראשית 1971 קמה בשכונת מוסררה שבירושלים תנועה של צעירים מבני הדור השני של עולים ממדינות ערב אשר כינו עצמם בשם "הפנתרים השחורים". התנועה צמחה על רקע תחושת הקיפוח והאפליה של מזרחים מאז קום המדינה. מקימי התנועה ביקשו להביע מחאתם על מה שכינו "התעלמות הממסד מהבעיות החברתיות הקשות", ולהילחם למען שינוי עתידם. בתחילת מרץ אותה שנה, ביקשו ראשי התנועה לקיים הפגנה שבה תושמע מחאתם. משטרת ישראל סירבה להנפיק רישיון לקיומה, מה שהביא להחלטת הפנתרים לקיימה ללא רישיון. אותה הפגנה לא חוקית זכתה לתהודה רבה.הסרט מספר את סיפורם של האנשים שקימו את תנועת הפנתרים השחורים ואת השינויים שהיא הובילה אליהם.

In the begining of 1971 in the neighborhood caled 'Musarara' in Jerusalem a young movement statred of the second generation of jewish immigrants from arab states (Mizrahi jews) which called themselves "Black Panthers". the movement has grown from the feelings of the reprassion and discrimination toward mizrahi jews since the establishment of Israel. the movement asked to protest against the disregard of the system from the social problems, and fight for a better future. in march 1971 they wanted to demonstrate, but the Israeli police refuse to approve this, so they demonstrared illegally, without an approval. this demonstration became a massive riot and got lots of attention. the movie tells the story of the people that were the Israeli Black Panthers and the changes those movement as made.
